"Palmerston North City Council have recognised that long term demand for housing, albeit small, cannot be sustained within the exisiting areas currently zoned for residential purposes. Through a previous Council initiative a Working Forum short-listed five potential new urban growth areas with the City margins. The areas are identified as Napier Road, Gillespies/Cloverlea, Ashhurst, Pacific Drive and Staces Road ... This report has undertaken a review of the social, environmental and economic benefits of these five areas, including Staces Road with and without the bridge and lake, and has prioritised them into an order of preference."
